Which California notary costs does the state actually set, and which are left to the market?

How this was collected

We read every step of the California notary commission process off its primary source, the Secretary of State's notary pages and the California Notary Public Handbook, and record the figure, the source, and the date we checked it in one data file. A step is counted as state-fixed only when the Secretary of State or a statute sets the number; the required course seat, the surety bond premium, the Live Scan rolling fee, errors-and-omissions insurance, and a seal and journal are priced by vendors, so they stay in the table as bands and are excluded from the smallest, median, and largest figures. We sell none of these items.

What the data shows

The headline finding is the split, not a single price. Of the 9 steps in the California commission process, only 3 carry a dollar figure the state itself fixes, and just 2 of those are money you hand to the state, totalling $60. Another 5 steps are priced by vendors and can only be given as a band, and 1 state-mandated step carries no published dollar figure at all. That is why the answer to "what does it cost" is a range, not a number.

We do not average these figures together. The spread above mixes fees you pay with the statutory bond coverage amount, so a mean would read like a price and mean nothing.

Outlier against the median: $15,000 statutory surety bond ($15,000 coverage). A bond amount is coverage the public can claim against, not a bill, and the premium a notary actually pays for it is market-set and shown as a band below.

Limitations

• Most steps in the process carry no state-set number at all. Because those are vendor-priced, no smallest, median, or largest figure on this page describes what you will actually spend end to end.
• The $15,000 surety bond is a statutory coverage amount, not a bill. It sits in the spread of state-set figures but is deliberately kept out of the total the state charges you, and the premium you pay for that bond is market-set.
• Figures come from published Secretary of State sources, not from applicants' receipts, so a real out-of-pocket total varies with the vendor you choose, county filing practice, and whether you retake the exam.
• Some rows in our data file are flagged for another pass against the current handbook. Where that flag is set, the figure shown is the last one we verified on the date beside it, not a figure we have re-confirmed since.
• This is a single-state study. California is the whole scope of this site, so there is no cross-state comparison here and none is implied.
